2.19.80 is the first pre-release for 2.20; the xx in 2.19.xx approaching 99 stands for “we’ll be there soon”.

2.19.80 doesn't seem to see my version statements:

For example, if you had
        \include "english.ly"
but no version statement in your main file, LilyPond didn’t output a warning because it sees a version statement in the included file.

It’s always good to have a version statement in each file; this is why it was changed.
