Is there a chance you would consider re-installing Windows? Of course, it's a hassle and never exciting to perform but, it would indeed rule out all variables and a clean slate would provide you a fresh outlook on the situation. Maybe it's worth it?

I would suggest at this point, after all you've experienced, back up your important files on a flash drive etc. and just wipe Windows and begin fresh. I've hit that wall a few times over the years and each time I did it, although I hated re-installing programs (or using images), it did fix 100% of my issues moving forward.
