I think it's StaffGroup (or other appropriate container) that you
want, not Score:

\new StaffGroup <<
\new Staff { \override StaffGroup.SystemStartBracket.color = #red b'1 }
  \new Staff { b'1 }

Oops, Score works too:

\score { <<
