Yes. The reason is that if there are dynamics in a row,
they should all be aligned, as in
\version "2.22.1"
{
c'1\< c'_>\p\< c'\!
}
This is why the Y position is not controlled by
the Hairpin itself, but an enclosing, invisible
DynamicLineSpanner grob that may contain several
consecutive dynamics, keeping them on the same
baseline.
