Hi,

well, this is explicable because there was a patch applied in the spec file.
I took it away and, voila, it works, but it would be advantageous to ship the 
next tarball in a state where it can be 
patched. 
There was no "autogen.sh" included in the tarball, so I tried to download the 
souces from here
git://git.linphone.org/libilbc-rfc3951
as recommended on the webpage, but that doesn't seem to be the plugin code !?.

Anyway, compilation now succeeded and the plugin shows up in the codec list.
