I'm sorry I cannot find a config file in Linphone Desktop. But It gives me an idea maybe I can change the call type while a sip call is initiating. I 'll keep trying.

Currently the linphone CLI doesn't have a subcommand dedicated to video calls.
However, what you can do is modify your linphonerc to add
"automatically_initiate=1" under the [video] section
Then launch the command to start a call.
I'm not sure that this would work with a Linphone Desktop, but this is the line changed by the Android app when the related setting is applied.
Please give it a try and tell me if it worked.
