cygwin is gcc+a linux emulation layer.
mingw is just gcc building software directly on top of microsoft's dll.
Changing from mingw to cygwin is not an option (the windows build is something
really complex).
However I will have a look at this w32api/ws2tcpip.h and see how it is
different from the equivalent mingw file.

Why not consider building under Cygwin/gcc? Just a quick check on
one of my machines shows *addrinfo functions in
/usr/include/w32api/ws2tcpip.h
I personally much prefer that environment over mingw and any MS compiler.
