I've had the same problem using 3.6.1 on Windows. You can configure the sip 
profiles in the preferences without using the wizard though.

I just tried to configure the Linux desktop version of Linphone on my openSUSE 
12.3 box.

I started the SIP profile wizard and put in my data. But I cannot push the 
"apply" button. It is grey and not possibe to apply the settings.

Is the setup wizard broken? I have Linphone 3.6.1. My SIP date are correct, I 
use them on my droid.
