You've presented a reasonable case, and shown flexibility in altering your
patch to suit their tastes. I wouldn't be surprised if they accept it because
(1) it's harmless, as your extensive testing shows, and (2) it makes a common
complaint vanish--even though they believe using utf-8 for xml compatibility
is wiser than using std::string for C++ compatibility.
