[lmi] ANN: new diff-pdf build

Hi,

I made a new build of diff-pdf -- it was high time to do it, the last one was 
over two years old. You can get it from here:

It fixes crashes on some PDFs and upgrades Poppler PDF renderer to the latest 
version.

I also added makefiles for building all of the dependencies on Windows, because 
it's a nontrivial undertaking. You should have no problems building it from 
sources now on a modern MinGW system.
