Follow-up Comment #12, bug #52937 (project lwip):

Actually eaten implies the pbuf was delivered, really the 3 states are: no
matching pcb, eaten, and copied.  Eaten and copy implied the pbuf was
delivered, with the difference being what happens to the pbuf.
