[lwip-users] RFC: outgoing destination unreachable messages

Hello,

it seems we are responding with an ICMP destination unreachable message
on _each_ a packet cannot be matched with a connection. That is too much.

We should limit the amount of ICMP dest unreach messages in time.

This would need us to keep a record of which dest unreach msgs we have
recently sent out.

This is a low priority issue.
