Did you enable LWIP_AUTOIP?  If so, then yes, you will get an automatic local IP address in the range 169.254.0.0 to 169.254.254.254 when the request to the DHCP server times out.

When DHCP client is enabled on lwIP, will lwIP picks up a non-conflicting 169 IP address when there is no DHCP server?
