I actually found it. It was right in my face not sure why I missed it. 

When decompressed it will be located at C:\ti\LwIP 1.4.1 121221\LwIP\contrib

I any case, I got the TestSYSBIOS project up and running in code composer. Thank you very much for the person that submitted that code. Although I'm still a long way from my final project this will, for sure, save me a few weeks.
