        It also only permits this (rather than just indicating that there
is no owner defined and bypassing the mailing) when there's an interactive
user associated with the process to answer the prompt, and only for http or
https URLs (e.g., the 'c'omment command works for news and snews URLs, but
we created the HTML ourselves via the gateway; if there's no owner defined,
it's 'cuz we didn't get a Reply-To header with a successfully parsed email
address, and address@hidden wouldn't be an appropriate substitution).
