1. The example you give is ambiguous as to whether the more
indented or less indented formatting is superior.  For 80 X 24 I
think that the deeper indenting is a disadvantage.  I think this
is a taste issue with supporters on both sides, as with numbered
links.

2. The citation at the end of a quote is not a nested quote, it
is an attribute of the quote.  There is no more reason to use
<BQ> to get this intented than to use <UL PLAIN> -- which indents
just fine for you in Lynx.

3. For an example of using <UL> to genrate tiered indenting of 
quotes, you might want to look at
