LYNX-DEV update to USERDEFS

"http://163.51.110.11/lynxdev/USERDEFS.gz"; has been updated:
        1) context diff against ac-0.74 patched to the ac-0.79 level
        2) moved the include for the LYMessages_en.h header out of
           Section 3 to the bottom of Section 2.
        3) tested on SunOS4.1.3 with slang using gcc-2.7.2, and
           on Solaris 2.5 with slang using gcc-2.7.2.2.
           The latter can be tested by the members of the list:
