LYNX-DEV and yet another update of INSTALLATION

I updated my copy of "http://163.51.110.11/lynxdev/INSTALLATION.gz";.

1) Changed the obscure makefile.in reference to docs/README.defines.
   (Thought I had already done that!  Thanks Jan for making me double
   check.)

2) Made brief mention of the possibility of compiling under cygwin32.

3) Worked in some of Doug's suggestions concerning the packet driver.
   (Doug, if you have time, could you check especially the part about
   "To remove it from memory use termin.com"?  Will DOS users understand
   this?)

4) Added comments about the unix LF vs dos CRLF problem in the catch-all
   at the end of the DOS compile section.  (Thanks Leonid and Bill.)
