First, Michael, thanks for carrying through on this little project.  This
weekend I hope to get the time to revise the INSTALLATION file (also needed
for the autoconf install-help changes), and for sure I will put in a couple
of sentences about this "dummy packet driver."

Since I am working in the dark here, i.e., I've never used the DOS port,
I wonder how much I should play up the use of this driver, should it be
more, less or the same treatment given to slip8250.com and slipper.exe.
Doug, Bill, other users, any advice welcome.
