There are two lynx.cfg files, potentially.  Your system operator
will have created one for system-wide use which give defaults
for all users on the system.  You can tailor your settings if
you have one in your account's personal filespace.  You don't
have to change the system-wide file to have your own settings,
and you don't have to find the system-wide file even to install
yours.  Get a copy of lynx.cfg for your version of the program
and read the comments in it.  Put it where the program looks
for it in your home directory and make any changes you want
in that file.

If it is just a matter of setting where you put downloads,
I believe you can also do this with an environment variable.

This sounds as though you are using a screen reader.  There
is some expanded Help for lynx at the BLYNX site -- 
<http://leb.net/blinux/blynx/>.  You may have to use a "read
line" or some other function in the screen reader.  Lots
of forms are bad and there are new attributes in HTML 4.0 to
make this better thanks to the work of T.V. Raman.
