i tried your pseudo-URL with 2-8 & got your effect without up-arrow:
 g  (2nd time) immediately gives
 file://localhost/homefs.u7/purslow/lynx/wig.mit.edu ;
 up-arrow  then gives my home page. 
this doesn't seem appropriate behaviour.

Lynx gets improved/corrected when people with the programming skill
donate the time to make patches: give it a go: i've forwarded your message
to lynx-dev, where it may provoke further comment.
