lynx-dev incomplete domain paths in URLs (trailing dot)

Dear developers,

Dave Kristol provided the history quoted below.  I checked Roy's
URL syntax draft and he is quite clear that the partial DNS path
has been added with regret.  It is not a proper "Uniform"
resource locator, but the syntax allows it as an URL bug that
implementations should be prepared to deal with.

The draft is not officially an RFC or Proposed Standard yet, but
it is as stable as a battleship.  It is extremely unlikely that
this aspect will change between here and Proposed Std.
