These kinds of questions are going to start POURING into lynxdev.
They are all answered in the gettext documentation.

Use LANG system-wide; use LANGUAGE for your GNU NLS programs.
You are at the mercy of the provider if you do not have shell
access, but a _decent_ provider would at least give you a choice.
In some countries, (e.g., Canada?) it may even become law that
a choice is given.
