Any real novice these days is going to double click on setup.exe, setup.bat,
*.exe, *.com, before they try readme.txt.  Most people NEVER read readme files.

If you want to catch the average Windows punter, you need to create a
setup.bat file that gives out your message.

You also need to arrange the web site so that the most obvious file to
download, without reading the page carefully, is the Windows 95 binaries
version, if you have any support for Windows at all.

Most newbies are Windows newbies, and most Windows users don't believe
that programs exist as anything but Windows binaries.
