It wouldn't help, because this is not a Lynx problem, it is a networking
problem which, on a more traditional platform for Lynx, would not be part 
of the responsibilities of Lynx at all.  Basically, to produce the MS-DOS
Lynx, networking has been added by integrating a third party package; if
you need configuration information, you need to look at the documentation
for that package.

However, in spite of the unnecessary, uuencoding of the attachment,
I managed to recover this line:

gateway=0.0.0.0

which should be the default gateway address for your ISP.
 
This next one is also technically wrong, but will probably work, and
you may well not be able to find the correct setting.

hostname=vicom.ru

These must be configured for using mail (I don't consider mailaddr optional).

#mailserver=my.mail.server
address@hidden

PS Are you sure you are not running Windows 95, 8 or NT; network configuration
is much easier on these (the process is the same as for the GUI browser,
so most ISPs can cope), but needs a Win32 version of Lynx.
