Please, consider the following patch to encourage web authors to write
good HTML. Thanks!
1. FPI (IETF is responsible for version 2.0 only).
2. As all we know <ELEMENT> (e.g., <p>) marks the _start_ of an element
and even <p> is not considered to "close" an paragraph ;)
3. BANNER is not a valid element name.
