More URLs for RFCs should be corrected in lynx documentation

still point to the old location, it also has link to slcc.edu
that should be replaced with lynx.isc.org

BTW, seems we now at the moment when we should announce pre-release
on a new 2.8.3 release page (with features.html etc.) so we attract
more people for pre-release testing.

Also, few words on versions:
1) lynx_help/ link from lynx.browser.org should point to the latest
release page and have no version number in its path (easier to maintain
lynx.browser.org)
2) po/ directory should be separated for different version numbers
since POT files are different (and the directory with the latest POT
file may have a link to the previous translation attempts - "old" .po
files). (made lynx.isc.org/po/ more useful)
