That's never been the job of size_change() (the interrupt handler itself).
The handler just gets the new current dimensions and stores them away
and sets a flag.  It's up to code elsewhere to react to that.

         *  If the recent_sizechange variable is set to TRUE
         *  then the window size changed recently.
