I doubt that it's a built in option, but you don't want to do that
any way. If you succeed in moving the menu to the top of the screen
you will probably lose some information on the web page you are
veiwing.

keys that may help:
[K] (capitalized) display keymap
[(], [)] Up half, down half -- may allow you to read the text
if you are able to move the menu-bar

now that I have finished, I realise what you really want to be able
to see is
the status bar...

re-compilation after making the appropiate changes is always an
option...
