I think the solution to this is to have COOKIE_FILE and
COOKIE_SAVE_FILE to be different files in lynx.cfg. At startup,
COOKIE_FILE will be read. On closing, COOKIE_SAVE_FILE will be
written. You can then edit as you see fit.
