It must be an old GNU msgfmt:

bash-2.05$ make -n
file=./`echo zh_TW | sed 's,.*/,,'`.gmo  && rm -f $file && PATH=../src:$PATH 
/usr/local/bin/msgfmt -o $file zh_TW.po

bash-2.05$ /usr/local/bin/msgfmt --version
/usr/local/bin/msgfmt - GNU gettext 0.10

bash-2.05$ ls -l /usr/local/bin/msgfmt
-rwxr-xr-x   1 jim      system     90112 Apr 14  1998 /usr/local/bin/msgfmt
