Unless I am mistaken, it is not a question of "uppercasing" the
charset, but rather a question of correcting an incorrect character
set name. The character set name in all reference documents that I
have seen is "ISO-8859", not "iso-8859". The latter form seems to be
incorrect. See the IANA site for details:
"http://www.iana.org/assignments/character-sets"
Accepting the "iso-8859" form would be a type of error recovery.
