This is the Microsoft proprietory protocol.  Someone from Microsoft
(but not acting for them) once offered to implement it, but nothing
happened.   If Mozilla has implemented it, it as least means that
the knowledge to do so is no longer exclusive to Microsoft.  For
a long time it was an IE lockin.

I cannot think of any valid reason for trying to use this protocol
on the public internet.
