Perhaps this question shows where I am unknowledgeable about Tor, but how
would a .onion mirror prevent abuse?
It was pretty much stated that the exit node was blocked due to abusive
behavior; wouldn't a .onion mirror have the same issue (or maybe worse)?

A possible workaround would be to setup a .onion mirror serving lynx binaries.
With possible signature, hashes, ... served by lynx.isc.org.
