The porting from my recent branch-1_4 activity begins.
The GNU Coding Standards recommend against non-ASCII encodings except in
ChangeLog (and by implication, THANKS). At any rate, UTF-8 is more
portable these days than ISO-8859 or Latin1, in case we get future
contributors that cannot be spelled appropriately in those encodings.

I also saw some other cruft worth updating. Sorry about all the raw email
