The trouble is that it didn't appear anywhere for almost 4 hrs.
When it finally did arrive, I ran this to see where it got stuck:

I checked the debbug queue to make sure it wasn't waiting
for moderator approval there. It wasn't.
Any idea what happened?

P.S. Normally I wouldn't have noticed, but this time, I wanted to get a
URL to send privately to a maintainer. Annoyed at having to wait and wait,
eventually I simply resent a copy.
