Re: make 3.80 binary

cl.exe is the microsoft C/C++ compiler. If you don't
have it, you can download command line tools from
microsoft site. Google will return the link. But, you
may find a binary package at www.mingw.org; they
renamed the make to ming32-make for some reasons,
though.
