Follow-up Comment #1, bug #28507 (project maposmatic):
this seems a well formed relation including these details:
http://www.openstreetmap.org/browse/relation/44383
admin_level = 8
boundary = administrative
name = Pavia
type = boundary
it is the boundary for the city, admin level = 8.
there also is a relation for the province bearing the same name, but with
admin level 6
it is not being accepted by maposmatic.
