Ah yes, you're correct. I have regenerated it and sent the patch on this list.

Apparently, the call to i18n.py correctly generates an UTF-8 encoded
file. The POT file was probably not regenerated when we changed some
parameters on the use of gettext.

If you want to regenerate the file on your own copy of ocitysmap module:
  ./i18n.py --make-pot
