MXE contains so-called "overlays" (or "plugins") for all major versions of
gcc starting with gcc 4 up to and including gcc 9. Just add…

MXE_PLUGIN_DIRS += plugins/gcc9

…to your settings.mk file before you start compiling MXE and you'll use gcc
9.3.0.
