Follow-up Comment #35, task #4313 (project mldonkey):

Pango made a patch to replace multigroup_quota.patch.

Please test.

The old version blocked the start of new downloads when quota was reached.

The new version queues new downloads if the user reached his/her quota and
automatically restarts them if files of this user are finished or the quota
is raised. The same mechanism as for max_concurrent_downloads is used for
this. Giving files priorities lets the user decide which files should not be
queued.
