max_hard_..._rate limit doesn't work very well for different reasons, that
could clearly be improved:
- the UDP packets are not counted in this rate
- the TCP/IP headers are not counted.

However, it is not possible that the sum of all the download rates per
file is greater than the max_hard_download_rate. If it is the case, it
is probably the download rate computation which is buggy :)
