Follow install, install into C:\TEMP\MT as normal user. All options 
enabled (create empty db, view help).

Input key works.
Input and confirm works, passphrase is now hidden (very nice!).

In the last step installer tried to connect internet on ip 0.0.0.0? 
Firewall blocked this, install say an error popup:

Title:  "Error"
Body:   Unable to execute file:
        C:\temp\mt\documentation\index.html
        ShellEcecute failed; code 29
        [ OK ]

Filename and path is correct. I run this command on command prompt, and 
this open the help:
        start C:\Temp\mt\documentation\index.html

Entry this menue entry works correct:
        START * PROGRAMMS * monotone * monotone documentation

About System:
Windows XP Home
Logged in as non privilege user (restrict rights)
No network, no cable.
Firewall ZoneAlarm warn about the connection and have this entry:
"is-K42LC.tmp was blocked from connecting to the internet", "Outgoing 
connect".
