Can you fix?  I thought 65e32150134737afe57faee6f69ff2e6e9ebcb75 would
be 0.17 (modulo bumping the version number), but it doesn't build
because of this.

I'll import 3.1.6 (versions seem to come fast these days). To me this
seems like a merge artifact (or forgotten file) (I tested the code of
course).

PS: Because of the abysmal speed on the cvssync branch I added a working
--since argument to limit the number of revisions imported into the
database.
