Hmm. I just discovered there's no --disable-wrapping-as-root in 1.1.
Didn't we decide it was good for 1.1 even if there is nanorc?

Rationale: you might want to enable wrapping for the whole system, but
still benefit from no root wrapping, without having to install a .nanorc
for the superuser. Very convenient for packagers.
