Yep, this is absolutely a bug.  And I'm not ignoring it, it just looks
like it will be monstrously difficult to fix while making sure that
all known combinations of soft line wrapping or not,  smooth scrolling
or not, and every function that wants to update its position is still
doing so correctly,
