How did you generate the first version of template.pot?
Because when it is not there, it doesn't get generated.
(But apparently a fake file with a single msgid in it is
enough to make po4a update it to be a real POT file.)

Those are indeed the difficult parts. :|
Currently this is my po4a.conf, in the doc/ directory:
[po_directory] l10n/
[type: man] man/nano.1 $lang:l10n/$lang/nano.1 opt:"-v -k 0"
[type: man] man/rnano.1 $lang:l10n/$lang/rnano.1 opt:"-v -k 0"
[type: man] man/nanorc.5 $lang:l10n/$lang/nanorc.5 opt:"-v -k 0"
