It changed somewhere between:

and:

but there is no mention of this change in the log:
http://metadata.ftp-master.debian.org/changelogs/main/n/nano/unstable_changelog
Most likely the rule got dropped during "* Rewrite debian/rules..." around
2.8.6.
If you want it back, you should file a bug with Debian. But the file is already
installed as /etc/nanorc, with some tweaks, so there is hardly any use for
having
it among the documents.
