Got it. I think I need to modify my package script to copy it from `doc/sample.nanorc.in`. The fact that it was named with a `.in` suffix confused me.
The .in file gets transformed to the sample.nanorc file when you run ./configure. The @PKGDATADIR@ gets replaced with the actual path. Benno
