I'd agree with removing it.

If, as you've found, it doesn't even work as expected, the way it *does*
work is undocumented, there's another mechanism within nano that does
all the same things and more, and (importantly) it doesn't have to be
kept around for Pico compatibility, it's definitely been superseded.

Although, for the record, I've never actually used it.  It's being tied
to certain nanorc files, makes it unnecessarily difficult to use, as
opposed to the more generic implementation of ^R^X M-\, which I *have*
used, even if only occasionally.
